(CNSNews.com) — House Minority Leader Nancy Pelosi on Thursday endorsed a movement announced by other congressional Democrats on Wednesday to ratify an amendment to the U.S. Constitution that would allow Congress to regulate political speech when it is engaged in by corporations as opposed to individuals.
The First Amendment says in part: “Congress shall make no law . . . abridging the freedom of speech, or of the press. . .”
Television networks, newspapers, publishing houses, movie studios and think tanks, as well as political action committees, are usually organized as, or elements of, corporations.
Pelosi said the Democrats’ effort to amend the Constitution is part of a three-pronged strategy that also includes promoting the DISCLOSE Act, which would increase disclosure requirements for organizations running political ads, and “reducing the roll of money in campaigns” (which some Democrats have said can be done through taxpayer funding of campaigns).
The constitutional amendment the Democrats seek would reverse the Supreme Court’s 2009 decision in Citizens United v. Federal Election Commission. In that decision the court said that the First Amendment protects a right of free speech for corporations as well as for individuals, and that corporations (including those that produce newspapers, films and books) have a right to speak about politicians and their records just as individuals do.

(NYDN) — Taxpayers may feel kind of blue when they discover their dollars went to fund a study to determine rats like to bop to the music of Miles Davis while hopped up on cocaine.
The study, which was performed at Albany Medical College, drew jeers from the animal rights group In Defense of Animals and landed it on its top ten list of Real Ridiculous Research.
The research found that sober rats don’t really like music that much. After the silence, the rats liked Beethoven’s “Fur Elise” more than Miles Davis’s iconic jazz tune “Four.”
But when the rats were given doses of cocaine, their tasted shifted and they gravitated toward the jazz.

(CNS News) — As part of Occupy Wall Street’s call for a nationwide “general strike” May 1, elements within the group are looking to shut down bridges and tunnels in both New York and San Francisco.
Occupy Oakland, the most radical of all the local Occupy groups, passed a resolution April 15 that vows to shut down all travel from Marin to San Francisco.
“If any of the unions on the Golden Gate bridge declare a strike or shutdown action on May Day, we will act in solidarity with these striking workers and the international call for a general strike on May Day, by blockading the flow of capital to the Golden Gate Bridge Highway and Transportation District. This will be accomplished by a collaboration of pickets and direct action which will shut down all modes of transportation from Marin to San Francisco,” went the statement on the website Occupythebridge.com.
The May Day Flier from the Golden Gate Labor Coalition calls for a protest next to the bridge that insists the Bridge District also: “don’t reduce vested retiree benefits,” “don’t reduce current employees’ benefits” and “don’t reward non-union employees with raises while breaking promises to union workers.”

KAMPALA Uganda (Dow Jones) — Sudan’s president, Omar al-Bashir, Thursday declared war on South Sudan, vowing to topple its government.
The move comes after Sudan’s parliament passed a resolution branding South Sudan’s ruling party an enemy that “must be fought until it is defeated.”
Sudan and South Sudan are embroiled in the worst clashes along their poorly defined border since the secession of the South last summer. The United Nations Security Council is considering sanctions on both countries in an attempt to end the violence, and demanded South Sudanese forces withdraw from their occupation of the 60,000-barrels-a-day oil field Heglig oil field. Both countries continue to ignore calls to end the fighting.
On a visit Thursday to the oil-rich, restive border state of South Kordofan, Bashir rallied his troops, which are now engaged on three fronts with South Sudan.
“Heglig isn’t the end, it is the beginning, and we shall go all the way to [South Sudanese capital] Juba,” Bashir told a rally.
South Sudan’s army spokesman, Col. Philip Aguer, dismissed Bashir’s threat, saying that the South’s army would keep Sudan’s aggression at bay.
“If they didn’t defeat us when we were a green army, how will they defeat us now,” he said.

(WaPo) — One of the Secret Service supervisors who was forced out of the agency this week for his involvement in the Colombia prostitution scandal made light of his official protective work on his Facebook page, joking about a picture of himself standing watch behind Sarah Palin.
David Randall Chaney, 48, posted several action shots of himself on duty in a dark suit and sunglasses, including one that shows him behind the former Republican vice presidential nominee during her 2008 campaign.
“I was really checking her out, if you know what i mean?” Chaney wrote in the comments section, after friends had marveled at the photo. He is married and has an adult son.
Chaney, who had been a supervisor in the Secret Service’s international programs division, retired under pressure Wednesday, according to people familiar with an internal agency investigation into the allegations that 11 agents and uniformed officers had participated in a night of carousing April 11 ahead of President Obama’s visit to the Summit of the Americas.
He was one of two senior supervisors who are accused in the scandal, which investigators believe included heavy drinking, visits to a strip club and payments to women working as prostitutes. Several people familiar with the matter have identified the other supervisor as Greg Stokes, who was assistant special agent in charge of the K9 division. Stokes has been notified by agency officials that he will be fired, though he will be given an opportunity to contest the charges, those with knowledge of the case said.
The disclosure that two high-level managers were involved in the misconduct has raised questions of accountability and personal conduct in an agency whose top leadership has insisted that the Cartagena incident is an isolated and aberrant case, not a sign of a deeper cultural problem within the institution.
Chaney and Stokes have each worked at the Secret Service for nearly two decades, and both have served significant time with the presidential protection detail, people who know the men said. Both are based in Washington.
The supervisors were sent on the trip to supervise dozens of younger, less experienced agents who were part of the advance team preparing for Obama’s arrival.

(The Christian Post) — An analysis of 12 years of tax returns recently released by President Barack Obama from 2000 to 2011 shows that the First Family donated 1.4 percent or less of their income to charity until he began to run for the U.S. Senate in 2004, and gave only nominal amounts to the church except for substantial donations to the Rev. Jeremiah Wright’s Trinity Church of Christ in 2006 and 2007.
The analysis performed by The Christian Post shows that from 2000 to 2011, the Obamas reported an Adjusted Gross Income (AGI) of $18,677,610, of which they paid $5,794,492, or 31 percent, in taxes. Almost this entire amount was taxed as ordinary income based on the particular bracket the Obamas fell into from year-to-year, as compared to the 15 percent tax rate on long-term investment income that many individuals who have significant investment income, such as GOP candidate Mitt Romney, pay.
Over the same 12-year period, President and Mrs. Obama gave $1.3 million to various charities, ranging from a low of $1,050, or .4 percent of their income in 2002, to $172,130, or 21.8 percent of their income in 2011. Overall, from 2000 to 2011, the Obamas gave 6.9 percent of their AGI to charity, and less than a quarter of a percent was reported as donated to churches.
A few of the charities that received substantial gifts from the Obamas include CARE, Habitat for Humanity, Fisher House, United Negro College Fund and the Congressional Black Caucus.
During the five year period from 2000 to 2004, the Obamas’ tax return did not list a breakdown of charitable contributions because the total amount was often less than 1 percent.

Mitt Romney’s ‘Obama Isn’t Working’ Banner Evokes Racial Stereotypes — Mediate, Tommy Christopher
Presumptive Republican presidential nominee Mitt Romney rolled out a new accessory at a speech in Ohio today, delivering his remarks in front of a black banner that said “Obama Isn’t Working,” which is also the name of a website his campaign set up several months ago (in case you didn’t get the message from the banner, it was also on the front of Romney’s podium).
The slogan is a multiple entendre, but one of those entendres, intentionally or not, is evocative of a nasty racial stereotype about black men.
When I first saw the banner this afternoon, the multiple meanings were clear: President Obama‘s policies aren’t working, the Obama presidency isn’t working, President Obama…isn’t working, as in, doing any work. That’s not a nice thing to say about any president, but like it or not, it becomes a more loaded accusation when leveled at our first black president.
Just to be sure it wasn’t just me, though, I asked several friends about the banner, and four out of four pointed out, unprompted, the stereotype of the “lazy,” “shiftless” black man. One of the people I called was cable news fixture Goldie Taylor, who, upon hearing my description of the banner, said “Are you kidding me? You have got to be kidding me.”

House Minority Leader Nancy Pelosi, D-Calif., invoked the “moral criteria” of the U.S. Conference of Catholic Bishops to attack the Republican budget — an understandable move, except for her disregard for those same bishops during the contraception mandate fight.
“The US conference of Bishops says that the Republican budget doesn’t meet their moral criteria,” Pelosi said during her briefing today, noting that the bishops called for “shared sacrifice” and a plan for “raising adequate revenues.”
“On Tuesday, the Republicans voted to deem and pass their budget — the same budget that the bishops have said doesn’t meet moral criteria,” she said again, and then repeated, “‘doesn’t meet moral criteria.’”
Pelosi regards the bishops’ tax policy as authoritative, but she recently disregarded them when these same bishops opposed the contraception mandate as a violation of religious liberty.
