Here is the flip side to all those drugs coming into the USA from Mexico and other countries. The cash! Yes, the cash collected in the USA for these drugs, selling them to druggies, has to go back to the source. Thus, smuggling all that cash, estimated to be over $18 billion a year, to Mexico.
Jeanette Barraza-Galindo conspicuously left her bags of teddy bears and throw pillows on a bus during an inspection at the Texas-Mexico border — and professed ignorance about the $277,556 officers found hidden inside. The bags were handed to her at a bus station, gifts to be given to a child upon her return to Mexico, she told investigators.
The crime she pleaded guilty to — bulk cash smuggling — is increasingly drawing the attention and resources of federal authorities responsible for fighting drug trafficking across the border. Federal immigration authorities say their investigations have yielded more cash seizures and arrests in the past half-dozen years as criminals, sidestepping scrutiny from banks over electronic transfers, resort to using cash to conceal drug trafficking and move money to crime rings in Mexico and elsewhere.
It’s similar to the tactic taken in fighting terrorism: crippling financing networks before the money ends up with leaders of drug cartels and trafficking rings. But the flow is hard to stop.
Officials in both the U.S. and Mexico are realizing that criminal enterprises, just like other businesses, can’t operate without a steady cash stream, said David Shirk, director of the Trans-Border Institute at the University of San Diego, which promotes scholarship of border issues.
“We’re shifting our strategy to a more diverse strategy of not just going after bad guys and arresting them, but also going after their guns, going after their money,” he said.
It’s illegal to try to smuggle more than $10,000 in undeclared cash across the border. Officials say the crime is often connected to other illegal activities including drug trafficking, gambling and credit card fraud. Money that’s seized is deposited into government forfeiture funds.
The Obama administration says targeting bulk cash smuggling is a prong of its strategy against transnational crime. Congressional panels held hearings on the issue last year. U.S. Immigration and Customs Enforcement reported more than $150 million in seized cash and 428 arrests in bulk cash smuggling investigations in fiscal year 2011, up from $7.3 million and 48 in fiscal year 2005, according to agency statistics.
And a cash smuggling center in Vermont that opened in 2009 and is run by ICE’s homeland security investigations has expanded operations, officials announced in December.
But experts say measuring the impact of the beefed-up focus is tricky.
It’s hard to track cash’s origin and destination — and investigators can’t always count on help from couriers, who may be more afraid cooperating than of spending a few years in prison. Plus, the amount seized represents a fraction of the total money at stake. Estimates cited by federal authorities suggest at least $18 billion in illicit proceeds is laundered across the southwestern border each year.
“I call this winning the battle, losing the war. Sure, $90 million sounds like a lot,” said Bruce Bagley, a University of Miami international studies professor who researches drug trafficking. “That’s nothing in comparison to the $19 to $39 billion that’s being returned” across the border.

Often wrong but never in doubt’ is a phrase that summarizes much of what was done a century ago by Presidents Theodore Roosevelt and Woodrow Wilson, the two giants of the Progressive era.
Their legacy is very much alive today, both in their mindset — including government’s picking winners and losers in the economy and intervening in
foreign countries — as well as specific institutions created during the Progressive era, such as the income tax and the Federal Reserve System.
Like so many Progressives today, Theodore Roosevelt felt no need to study economics before intervening in the economy. He said of “economic issues” that “I am not deeply interested in them, my problems are moral problems.” For example, he found it “unfair” that railroads charged different rates to different shippers, reaching the moral conclusion that these rates were discriminatory and should be forbidden “in every shape and form.”
It never seemed to occur to Roosevelt that there could be valid economic reasons for the railroads to charge the Standard Oil Company lower rates for shipping their oil. At a time when others shipped their oil in barrels, Standard Oil shipped theirs in tank cars — which required a lot less work by the railroads because they didn’t have to load and unload the same amount of oil in barrels.
Roosevelt was also morally offended by the fact that Standard Oil created “enormous fortunes” for its owners “at the expense of business rivals.” How a business can offer consumers lower prices without taking customers away from businesses that charge higher prices is a mystery still unsolved to the present day, when the very same arguments are used against Walmart.
The same preoccupation with being “fair” to high-cost producers who lose customers to low-cost producers has turned antitrust law on its head, generations after the Progressive era. Although antitrust laws and policies have been rationalized as ways of keeping monopolies from raising prices for consumers, the actual thrust of antitrust activity has often been against businesses that charged lower prices than their competitors.
Theodore Roosevelt’s antitrust attacks on low-price businesses in his time were echoed in later “fair trade” laws, and in attacks by the Federal Trade Commission, another agency spawned in the Progressive era against “unfair” competition.
Woodrow Wilson’s Progressivism was very much in the same mindset. Government intervention in the economy was justified on grounds that “society is the senior partner in all business.”The rhetorical transformation of government into “society” is a verbal sleight-of-hand trick that endures to this day. So is the notion that money earned in the form of profits requires politicians’ benediction to be legitimate, while money earned under other names apparently does not.
Thus Woodrow Wilson declared: “If private profits are to be legitimized, private fortunes made honorable, these great forces which play upon the modern field must, both individually and collectively, be accommodated to a common purpose.”

The United States’ voter registration system is in chaos — about 24 million registrations are no longer valid and nearly 2 million dead people are still on voter rolls, according to a new report Tuesday.
Along with the one of every eight voter registrations that is not valid or has significant inaccuracies, there are 2.75 million people currently registered to vote in more than one state, the Pew Center on the States study found. And the millions of problematic registrations aren’t the only issue — researchers estimate at least 51 million eligible U.S. citizens aren’t registered to vote. That’s nearly one in four, or 24 percent of the eligible population.

President Obama’s proposed 2013 budget contains a decade-long surge of tax hikes that, if approved, would affect everything from income to investment to inheritance.
The budget blueprint contains roughly $2 trillion in new taxes and fees. When other tax cuts and credits are counted, the net impact from the proposals is still about $1.5 trillion.
Though Republicans already are mounting a vigorous campaign against the proposal, many of the tax provisions still could become law unless Congress takes action to stop them.
Some of the taxes include:
– The top rate on long-term capital gains would rise from 15 percent to 20 percent.
– The estate tax would rise to 45 percent from 35 percent.
- The budget calls for implementing the Buffett Rule. This would ensure that every household making $1 million or more pays at least 30% in federal taxes.

The list of the Obama campaign’s bundlers — or, they’re trying to rebrand them, “volunteer fundraisers,” contains the usual mix of celebrities and financiers, personal friends and professional operatives.
It also includes one bundler based in Geneva, Switzerland, Charles Adams, who heads the office of the law firm Akin Gump in the swiss capital. Adams raised more than $100,000 for Obama, according to the report.
When he and several colleagues joined the firm in 2010, Akin Gump touted the group’s expertise in “tax optimization for multinational corporates and high-net-worth individuals.”
Adams, who is a specialist in international arbitration, not tax law, is quoted saying: “We look forward to bringing our capabilities and standards to bear in international arbitration, international tax planning, and Swiss corporate and commercial law to benefit the firm’s world-class client base.”
Obama’s bundlers have another Swiss banking connection: Robert Wolf, who heads the U.S. office of the Zurich- and Basel-based UBS, raised between $50,000 and $100,000.
Obama’s likely rival, Mitt Romney, has come under fire from Obama aide David Axelrod and others for keeping his money in a Swiss bank.

California will run out of cash by early March if the state does not take swift action to find $3.3 billion through payment delays and borrowing, according to a letter state Controller John Chiang sent to state lawmakers today.
The announcement is surprising since lawmakers previously believed the state had enough cash to last through the fiscal year that ends in June.
But Chiang said additional cash management solutions are needed because state tax revenues are $2.6 billion less than what Gov. Jerry Brown and state lawmakers assumed in their optimistic budget last year. Meanwhile, Chiang said, the state is spending $2.6 billion more than state leaders planned on.

Last week, I noted that Obama turned his back not just on Arizona’s Governor Jan Brewer, but also on the laws of the State of Georgia. I closed my column, “Georgia Ballot Challenge: Obama Walks on By,” with the observation: “And most of the media has followed along right behind him.”
At the time, I had just witnessed an historic hearing that actually discussed the eligibility of the sitting president of the United States to run for a second term. The president had been subpoenaed to appear, and instead of his attorney respectfully following protocol to have that subpoena recalled, both Obama and his attorney, Michael Jablonski, simply failed to show up at all or offer any defense whatsoever.

The hearing proceeded as planned, even though the table for the defense was empty. [snip]
When the hearing ended, the media in attendance almost literally pounced on Taitz … After the reporters finished letting Taitz feel the full extent of their contempt for both her and the entire morning’s event, they packed up to leave.
I walked up to one particular reporter from one of the prominent mainstream entities, noting that he seemed frustrated that he didn’t get a clear answer from Taitz to one of his questions, and I informed him that I did know the exact answer, if he’d like to hear more about it. He said no, he didn’t. I asked then, wasn’t he a reporter, and why did he ask the question if he didn’t want the answer? And as I was speaking, he turned and walked away from me.
The same thing happened with another reporter from another major network. He had asked Taitz why no one cared that there were past presidents who had fathers not born in the country. I explained to him that it was not the place of birth of the presidents’ fathers that was the issue, but rather the status of their citizenship at the time of their sons’ births. The reporter scoffed and told me that that was just my opinion, but when I attempted to inform him that it was also the opinion of the Supreme Court, he turned and walked away from me while I was in mid-sentence.

WASHINGTON — Comparisons of the Tea Party movement to Occupy Wall Street have become a political parlor game over the past six months, but MSNBC host Chris Matthews believes there really is no contest.
Matthews told WMAL’s Morning Majority on Tuesday that the behavior of conservatives at Congressional Health Care Townhall meetings in the summer of 2009 — during the early days of the Tea Party movement — reached a level of hatred unmatched in recent times.
“I saw those people spitting on Congressmen, I saw them yelling at them. I saw a lot of anger in the room,” recalled Matthews, who says he believes the harsh rhetoric of those meetings reflected an actual personal hatred of President Obama.
“Actually, ad hominem, they hated the guy. Why do you think we have a Secret Service?”, he asked. “If you don’t think there was an honest fear of violence in that very hot period of around 2010, it was real,” he insisted. “I think there was a real fear on the part of security people that it might get out of hand,” he added.
As far as Matthews is concerned, the rancor has continued through the Obama presidency.
“There is a real level of national hatred of the president that I hadn’t seen before, certainly not under Clinton, or under Dubya,” he said. “The hatred, the Hitler mustaches, all that stuff. I haven’t seen that before,” he insisted.

Homeland Security Secretary Janet Napolitano praised President Barack Obama’s administration for taking the “most serious” and “sustained actions” to secure the border in U.S. history.
“The Obama administration has undertaken the most serious and sustained actions to secure our borders in our nation’s history. And it is clear from every measure we currently have that this approach is working,” she said in her second annual “State of America’s Homeland Security” address Monday at the National Press Club.
Her remarks come after the Obama administration announced that it will begin reducing the number of National Guard troops on the U.S.-Mexico border.

(ABC News) — A man from Uzbekistan that the United States and the United Nations helped relocate to Colorado now faces a terrorism charge.
Jamshid Muhtorov opposed his home country’s dictator following a 2005 massacre, endured a brutal detention, and saw his sister arrested on a false murder charge. The 35-year-old fled his country by night dressed as a woman, and the U.S. and the U.N. helped bring him to Aurora in 2007.
Now, he’s accused of providing material support and attempting to provide material support to the Islamic Jihad Union. The violent group opposes the Uzbek government and has been designated a foreign terrorist organization by the U.S. State Department.
Federal authorities say the Islamic Jihad Union has claimed responsibility for attacks on coalition forces in Afghanistan, including a March 2008 suicide attack on a U.S. base. The group is also blamed for carrying out simultaneous suicide bombings of the U.S. and Israeli embassies and a prosecutor’s office in Tashkent, Uzbekistan.
“It is a crime, and has been a crime for many years, to provide material support for a designated terrorist organization, the IJU,” said Dean Boyd, spokesman for the U.S. Department of Justice in Washington. “Our job is to enforce the law.”
The FBI said Muhtorov communicated with a contact with the IJU by email using code words, asking to be invited to the “wedding.” He also told the contact that he was “ready for any task, even with the risk of dying,” the FBI said.

CHARLOTTE, N.C. — A haz-mat crew with the Charlotte Fire Department was called to 600 East Trade Street, the site of the Occupy Charlotte movement, on Tuesday morning.
City workers who had been cleaning the area noticed toilet paper on top of a storm water grate that drains into a nearby creek. Charlotte-Mecklenburg police and city officials believe some protesters have been using the drain as a toilet.
“We’re looking at the environmental impact on the stream down there with the wildlife, and things like that,” said Deputy Fire Chief Jeff Dulin.
“Plus the water goes downstream for other people to drink further down. But again, we’re just trying to cover all our bases, and make sure that if there is any type of environment impact, that we’re able to identify that and then correct that and make sure there is no further environmental impact downstream,” he added.
About four protesters watched as haz-mat crews scooped debris into five containers for testing. Eric Dow, who has been on the site since October 2011, says he never saw anyone using the drain as a toilet. He says new protesters are told where the closest public restrooms are.

WASHINGTON – House Republicans are expanding their probe into the Obama administration’s energy programs, investigating $500 million in green job training grants that placed just 10% of trainees in jobs, according to a government report.
The program’s goal was to train 124,893 people and put 79,854 in jobs. But 17 months later, 52,762 were trained and 8,035, or roughly 1 in 10, had jobs. Those numbers come from an audit by the Department of Labor’s inspector general, which recommended that the administration end the program and return unspent money.
President Obama has made green jobs a cornerstone of his economic agenda. In his first 2012 campaign ad this month, he said clean energy industries created 2.7 million jobs and were “expanding rapidly.” But Republicans have pounced on failures, such as the bankruptcy of Solyndra, a solar panel maker backed with a Department of Energy loan guarantee.
Citing what he calls “abysmal results” in the job training program, House Oversight Committee Chairman Darrell Issa, R-Calif., is demanding answers about how the Department of Labor awarded the grants, which were funded out of the 2009 stimulus bill.
