(LATimes) STOCKTON — This Gold Rush-era port city, an epicenter of California’s agricultural exports, will become the nation’s largest city to seek protection under the U.S. bankruptcy code after its City Council on Tuesday stopped bond payments, slashed employee health and retirement benefits and adopted a day-to-day survival budget. City Manager Bob Deis likened the process to cutting off an arm to save the body.
He is expected to file bankruptcy papers immediately. Most knew what the night held; bankruptcy has been a long time coming. Stockton has been in negotiations with its creditors since late March under AB 506, a new California law requiring mediation before a municipality can file for reorganization of debt. It was the first use of the law, and policy analysts who watched its torturous and tedious progress have titled their report on it “Death by a Thousand Meetings.”
Mediations ended Monday at midnight. How Stockton found itself so mired in debt can be seen everywhere in the city’s core. There is a sparkling marina, high-rise hotel and promenade financed by credit in the mid-2000s, mere blocks from where mothers won’t let their children play in the yard because of violence.
The city made $90 million in drastic cuts from the general fund in the last three years, including reducing the police department by 25%, the fire department by 30%, and cutting pay and benefits to all employees.
There is a state investigation into whether Stockton’s financial devastation was entirely due to shortsighted optimism or if there was corruption. The state mediation law requires assigning blame.

The two “had a little go-around” as the line got longer behind him, said Whiton.“I made the statement, ‘do you think myself, that lady and that gentlemen should pay for your cigarettes?’ and he responded ‘yes,’ ” Whiton said…Whiton said she does not object to using the programs for food assistance, but does not think a person should be able to use public funds to buy cigarettes.“They can’t even buy toilet paper with the EBT grocery cards but they can buy beer and cigarettes with the EBT cash cards,” Whiton said, “Go figure.”

(Washington Times) The House oversight committee voted Wednesday to demand a broad audit of the Federal Reserve system by congressional investigators – a major move lawmakers said is designed to bring accountability to the murky workings of the independent board.
The bill was sponsored by Rep. Ron Paul, the Texas Republican who turned the push for an audit into a powerful campaign slogan and whose criticism of the Fed’s monetary policy drew hundreds of thousands of voters into the political process. It passed by voice vote, signaling the growing sense among lawmakers that the time has come for a full review.
Committee members said they hope for a vote in the full House next month, and the legislation has been sponsored by 263 members, virtually assuring its passage. Federal law right now specifically prohibits such a broad audit, and opponents fear undermining the independence of the Federal Reserve.
If the bill clears the House it will still need a vote in the Senate – but Senate Majority Leader Harry Reid, Nevada Democrat, has spoken approvingly of an audit in the past.

Whatever is in those Fast & Furious documents that the DoJ refuses to turn over (with the White House’s blessing), that information seems to be more important than averting what, if the vote goes ahead, will probably be the first time in history that the House of Representatives has voted to find a US Attorney General in contempt of Congress. Speaker John Boehner says the House will move forward with a contempt of Congress vote against Attorney General Eric Holder over the botched gun-tracking operation known as Fast and Furious.
The Ohio Republican told reporters Wednesday that last-minute talks with the White House about releasing documents had failed to avert the vote. President Barack Obama has asserted executive privilege to keep the documents secret, but Republicans say there’s no basis for that.
Democratic Rep. Steny Hoyer admitted that the contempt vote could indeed become somewhat of a bipartisan affair — it’s just a question of how many Dems will vote for contempt:
Now that the politically potent National Rifle Association is keeping score, some Democrats may join House Republicans if there’s a vote to hold Attorney General Eric Holder in contempt of Congress in a dispute over documents related to a botched gun-tracking operation.
The chief Democratic House head counter, Rep. Steny Hoyer of Maryland, declined to tell reporters how many defections he expected, but acknowledged that some in his party would consider heeding the NRA’s call for a “yes” vote.
So far, three Democrat Reps have said they’ll vote to suppress voters place Holder in contempt of Congress. (Update: That number could climb as high as 20)
On the GOP side, it was mad genius on the part of the Republican leadership to schedule the contempt vote on the same day the Supreme Court will release their ruling on Obamacare. That way, Speaker Boehner will have everybody in the same room so he can make sure nobody spikes the ball if the Court strikes down the law. And if the Court upholds all or parts of the law, Boehner can huddle everybody up to start planning how to go about repealing what’s left:

(HuffPo) — The Tea Party-controlled New Hampshire House of Representatives overrode the governor’s veto of a partial birth abortion ban that opponents deemed as “dangerous” in its potential to jeopardize the health of women in rural areas.
The state House and Senate voted on Wednesday to override Democratic Gov. John Lynch’s veto of a bill that would outlaw partial birth abortion in all but emergency situations and implement new procedures during emergencies. The bill will require that no partial birth abortion to save the life of the mother can be granted until two doctors from two different hospitals certify that the procedure is necessary. Opponents, including Lynch, said that the requirement could harm New Hampshire women, particularly in rural areas.
“It put a woman in a rural area in a position where they need to find a second doctor to examine them,” Rep. Candace Bouchard (D-Concord) said. “This bill is dangerous. This bill does not use actual medical science. Imagine physicians telling those family members that state law prohibits them from providing life-saving medical care to a loved one. We need to trust our medical community.”

The Congressional Black Caucus plans to walk off the House floor during tomorrow’s votes to hold Attorney General Holder in contempt of Congress, according to a letter being circulated among members of Congress.
“We adamantly oppose this partisan attack and refuse to participate in any vote that would tarnish the image of Congress or of an attorney general who has done nothing but work tirelessly to protect the rights of the American people. We must reflect upon why we are elected to this body and choose now to stand up for justice,” the CBC members wrote in a copy of the letter obtained by POLITICO. “We call upon all members of Congress to stand with us during a press conference on the Capitol Building steps during this appalling series of votes to discuss our nation’s most significant priority — creating jobs. At this critically important time in our nation, we must work as colleagues rather than political enemies.”
In particular, CBC members are hoping to garner support for their move from members of other minority and liberal groups, including Hispanics, Asians and the Congressional Progressive Caucus.

The fashion designer selected to create new uniforms for McDonalds staffers working in London’s Olympic park said he had to de-Americanize the outfits.
“We’ve taken some of the Americanism out of the uniforms,” British-born fashion designer Wayne Hemingway told Yahoo! Shine.
Hemingway was selected 18 months ago to design uniforms for the 2,000 McDonalds employees who will be working at four outlets at the London Olympics.
The new look includes mustard-colored skinny ties and belts for managers and lettuce-green pants for customer service assistants, Yahoo! Shine reported. Staff members will out-fitted in mustard yellow polo shirts and pickle green shirts.

(The Hill) — Leading House Democrats on Wednesday urged the nation’s powerful gun lobby to butt out of the partisan fight over a measure to hold U.S. Attorney General Eric Holder in contempt of Congress.
The National Rifle Association (NRA) warned House lawmakers last week that it will score Thursday’s vote on the Republicans’ contempt resolution, which accuses Holder of stonewalling a GOP investigation into a bungled gun-walking program under his Department of Justice (DOJ).
Rep. Xavier Becerra (D-Calif.) said the NRA is merely “playing politics,” arguing that the contempt vote “has nothing to do with the specific use or ownership of guns” and charging that the NRA’s involvement “shows how far Republicans allowed the issue of government oversight to descend into an issue of Republican overreach.”
“What the heck is the NRA doing getting involved in scoring votes on an issue of a contempt citation?” Becerra, vice chairman of the House Democratic Caucus, said during a press briefing in the Capitol.
Democratic Caucus Chairman John Larson (Conn.) also questioned the NRA’s involvement, calling it an “extraordinary” step even as he conceded it will likely swing some Democratic votes behind the contempt measure.

Political correctness has led the U.S. government to ignore the growing threat of Muslim-Americans radicalized by the violent Islamist extremist ideology promulgated by al Qaeda and its affiliates, according to a shocking report released by the House Committee on Homeland Security.
As a result, the terrorist threat to military communities is “severe and on the rise” while political correctness continues to stifle the military’s ability to effectively understand and counter the threat. In fact, the report actually states that the Obama Administration has chosen political correctness over accurately labeling and identifying certain terrorist attacks appropriately, even denying Purple Hearts medals to killed and wounded troops in domestic terror attacks.
The scathing report is the result of a heated series of committee hearings on the taboo issue of Islamic radicalization in the United States, a subject that the administration evidently fears will alienate Muslims. The bottom line is that al Qaeda is using U.S.-based Muslim radicals to plan mass casualty attacks. “Homegrown radicalization is now the vanguard of al Qaeda’s strategy to continue attacking the United States and its allies,” congressional investigators found.
Recent cases of Islamic radicals threatening military communities are documented in the report. For instance, in June 2009 a U.S. Muslim convert (Carlos Bledsoe) opened fire on a U.S. Army recruiting office in Arkansas. “Bledsoe specifically targeted the U.S. military to avenge what he believed was its mistreatment of Muslims,” the report says. “He also had traveled to Yemen and was radicalized to al Qaeda’s violent Islamist extremist ideology.”

A writer for the Communist Party USA says that “…re-electing Obama is absolutely essential,” and warns that “divisions among Democrats and a potential wave of bad economic news can combine to threaten President Obama’s reelection.”
Marxist John Case, who writes for various CPUSA publications, has written a piece, “The danger of a Romney election,” for the party publication People’s World, which warns that “Re-electing Obama is not sufficient to bring economic recovery or even relief to our people. Only a different class configuration in political power can do necessary minimum reforms to give us a chance. But re-electing Obama is absolutely essential. Now is not the time for hand washing the complexities and tactics away—or failing to triage the most critical questions from those that are less critical. We cannot win everything at once!”
In reality, the CPUSA’s endorsement of Obama for a second term is not surprising. Various CPUSA officials, including Jarvis Tyner and Joelle Fishman, have openly expressed support for the U.S. President and his agenda.
Since 1988, the CPUSA has not run its own candidates for president and vice-president, preferring instead to work through the Democratic Party. Its support for Obama in 2008 and again this year has been open and outspoken.
The Case article offers a rationale, mostly on economic grounds, for getting Obama re-elected to a second term. He claims that the Republicans intend to do on a national level what Scott Walker has done as governor in Wisconsin—reduce government spending and the power of organized labor. Case refers to the prospect of a national “Walker-like regime.” Case laments the fact that “many private sector workers,” including 25 percent of Wisconsin union members, supported Walker.
In that case, as we have reported, Obama’ progressive allies were soundly defeated by Walker and his conservative backers.
Obama’s support in the CPUSA, a political entity once funded and directed by Moscow, has become an open secret, although the major media treat the subject as something not worthy of serious discussion. This silent treatment extends to the matter of Obama’s mentor, a member of the CPUSA named Frank Marshall Davis. Members of the party have known of Obama’s connection to Davis for many years, which may account for their support of the Democratic Party politician in 2008 and now in 2012. A congressional friend of Obama’s from his Chicago days, Rep. Danny K. Davis, still associates with the CPUSA and even accepted an award from them.

I’ve listened to Barack Obama whine so long about fairness that I think my tympanic membranes are bleeding. B.O. wouldn’t know fairness if it walked up and grabbed him by his cuppy ears, unless of course fairness had a wad of hundred dollar bills stapled to its lapel.
Does he think it was fair to the non-black kids who actually worked hard, studied diligently and earned the grades and test scores to be admitted to Columbia or Harvard but were turned away? Turned away so a dope-smoking, coke-snorting half black guy who couldn’t even make his tiny school’s starting five in basketball could be waived in? Could it be the possibility that he claimed to be from Kenya that made his advancement to the front of the line fair?
Maybe in the ethically twisted universe in which Obama’s brain resides it is fair for non-union taxpayers to work until they are 65 or even 72 to support the right of school teachers and other union slugs to retire at 50 or 55. Is it fair that these same union members be vested with gold-plated lifetime health care and still be allowed to go back out into the work force and double or even triple dip?
Was it fair to the border patrol agents like Brian Terry and the hundreds of others murdered as a result of Eric Holder’s gun-walking fiasco that our Justice Department engage in the anti-gun crusade called Fast and Furious?
Was it fair to circumvent traditional bankruptcy procedures in the bailout of Chrysler and General Motors to steal the investments of the bond-holders in those companies and hand them off to the United Auto Workers?
And is it really fair that the Obamas use the United States Treasury as though it were their personal petty cash account, financing unlimited travel expenses for them and their entourages. Not to mention the fact that Air Force One and Two and the Secret Service are being used in support of Barely the President’s desperate, non-stop campaign for re-election.
Americans are as fair-minded a people as any on this planet. Our national sense of fair play is being constantly abraded by B.O. and his media minions, to the point that we will exercise our own version of the Fairness Doctrine come November. A vast majority of Americans will gladly tell this hypocrite and his free-loading cohorts to take a permanent hike.
My biggest concern is that Obama’s sense of fairness will have him believe he is entitled to take some souvenirs from the White House for his personal collection. I am afraid this gang will make the Clinton’s pilferingof White House Americana look like petty shoplifting.
